For Eligible New York Commercial and For-Hire Fishermen Navigating or Operating Within the Sunrise Wind Lease Area
About the Navigation Enhancement and Training Program
Sunrise Wind LLC is in the process of constructing and operating a commercial-scale offshore wind energy facility at a location 30 miles east of Montauk, NY within Lease Area OCS-A-0487. As part of this project, Sunrise Wind LLC has established a fund for a Navigation Enhancement and Training Program to provide equipment and training for eligible commercial and for-hire fishermen to navigate in and around the project’s lease area. The goal of the Navigation Enhancement and Training Program for New York Commercial and For-Hire Fisherman (NETP) is to further positive co-existence between offshore wind and New York State commercial and for-hire fishing communities by providing eligible commercial and for-hire fishermen with access to radar equipment upgrades or safety equipment and experiential learning opportunities through a voucher program.
Eligibility Requirements
All applicants must meet the following eligibility criteria:
- Hold a valid New York State fishing or landing permit, or be a resident or incorporated business in New York with a valid commercial fishing or party charter license; OR
- Must have a homeport in New York (as documented on your vessel registration); AND
- Must demonstrate a history of the vessel operating in the Sunrise Wind Lease Area in at least one year with the five years prior to construction; AND
- Must not have participated in a NETP or similar program offered by another State, or a similar regional or federal program covering the same or similar services and equipment covered by the New York NETP.
How To Apply
- Submit an application form to the Program Administrator, Coastal States Stewardship Foundation, at NYNETP@coastalstates.org.
- Submit evidence of operation or navigation within the Sunrise Wind Lease Area (OCS-A 0487). Documentation requirements include:
- Valid New York State fishing or landing permit, or be a resident or incorporated business in New York with a valid commercial fishing or party charter license and have a valid federal permit or party/charter license; OR
- Have a homeport in New York (as documented on vessel registration); AND
- Demonstrate a history of the vessel operating in the Sunrise Wind Lease Area in at least one year within the five years prior to the start of construction (i.e., approximately April 2020 to April 2025).
- Navigation and Safety Equipment
- Eligible applicants will receive a one-time voucher towards the purchase and installation of navigation or safety equipment at approved retailers. Eligible navigation equipment includes, but is not limited to, pulse compression radar and Automatic Identification System (AIS) transceivers. Eligible safety equipment includes satellite Internet and defray monthly subscription fees up to the total value of the voucher. Each vessel operating within the Sunrise Wind Lease Area is eligible for only one grant from this NETP to upgrade navigation or safety equipment.
- Up to $10,000 for each eligible commercial and inspected for-hire vessel.
- Up to $5,000 for each uninspected for-hire vessel.
- Professional Training
- Eligible applicants will receive a one-time voucher for professional training by an approved training vendor up to a value of $1,000 per person. Eligible training includes, but not is not limited to, a group simulator or similar session, captain’s course, license upgrade, radar course, or rules of the road refresher. There is a three-person cap per eligible vessel.
Please note that voucher recipients will be responsible for all expenses that exceed the value of the voucher.
